Recently I addressed the same issue.
In the Netherlands we are faced with identical problems.
In a ColorSync discussion I suggested ECI to make standard profiles for
these applications.
Elie Khourie replied and confirmed that he would suggest this in the next
ECI-meeting.

Hi,
It would be great if ECI would make available standard DVL-profiles for
the conversion between Fogra 27 and Fogra 30, for example. And one for
the conversion of Fogra27 to ISO 12647-3 newspaper production (IFRA26
profiles).
If the associations could agree on these standard DVL profiles it would
be easier to produce predictable printing results.
These standard DVL's would be a highly appreciated solution for a lot of
printers.
Most of the medium sized printers don't have the knowledge (yet) to use
sophisticated tool from Alwan or others to create those profiles.
A plug-in plus the standard profiles would help them anyway. For the
more complex solutions Heidelberg, Alwan, Callas and others can deliver
the more sophisticated (server based) solutions.
I am a strong believer in DVL technology.
Last week I had a discussion with web offset printers. They got the
message that for some inks a price increase of 8 percent was expected.
Some of their technicians remembered that I made a presentation on the
reduction of ink consumption this spring.
At that time they did not buy the Unique Selling Points for color
transformations including CMYK TAC reduction of 20%. Ink reductions were
no item.
Now, after this sad message from their ink vendor, DVL was an
interesting technology for them.
Of course a web offset printer can save a lot due to high consumption
levels. In my opinion for mid-sized sheetfed offset printers ink
consumtion reduction is interesting too.
Price increases for oil and all related components plus energy for the
production of inks will be part of todays reality.
Color knowledge (in this case tools to create DVL's and tools to perform
the transformations) is an essential part in our workflows.
I think that we have to communicate with printers and ink vendors to
evangelize these kinds of solutions.

Right, for Photoshop you have several solutions including Alwan
DeviceLinkProfile Plug-ins.
It seems also that at set of DeviceLinks that link widely used source and
destination CMYK color spaces will be available soon.
So, more and more solutions for manual and automated DVLP processing.
One remark though, Preserving black text is not the only issue which
requires a DVLP based conversion.
