There is no pure technical solution for your problem.
But anyway the a user of PDF-color-solutions has to communicate with
people delivering untagged CMYK-data.
In this communication he can state, that untagged CMYK-data are handled
e.g. as ISOcoated_v2 or SWOP_TR001.
If people delivering untagged data are not shure about the profile, the
user of the PDF-color-solution should offer an proof of the untagged
data in e.g. ISOcoated_v2 or SWOP_TR001.
If the proof is signed by the customer, there is now a clear definition
of the approbiate profile.
If the deliverer don´t want to pay for a proof, he agrees that all
further colormanagement on PDF data will be based on the communicated
colorspace (e.g. ISOcoated_v2 or SWOP_TR001)
In the case, that the deliverer of the PDF-data don´t likes and has not
ordered a proof, the service provider can make a proof of the original data.
For internal quality control at the side of the service provider, I
recommend to define all major colortransformations in the workflow and
judge the results by making proofs for source and converted data.
