Hello Ken,
One quick remark:
FOGRA27 is outdated!
Please use FOGRA39 as reference of offset printing on gloss- or matte-
coated paper, in particular for assessment of proofs. As you certainly
know, the reference data sets are valid per output condition only.
E.g. FOGRA29 would be the choice for offset on uncoated stock. A list
of char' data reference FOGRA numbers and the respective ECI offset
profiles is provided in the documentation coming with the ECI Offset
profiles 2008, available in the download section on www.eci.org.
Some more thoughts below in your text.

One option is the X-Rite i1 Pro as this device is very popular. In
order to avoid confusing measurement differences which may occure
comparing measurements from different manufacturers' devices, this
aspect may become important once you compare your findings with those
of e.g. the printer.
Of course there are other devices as well, e.g. Techkon's RS 800
offering fast measurements in scanning mode.
