Hello Francesco,
ECI2002 is a target for output devices, not for scanners.
Scanner targets following ISO 12641-1:2016 (IT8.7/1+2:1997 = transmittive and reflective)
are provided by Agfa, Fujifilm and Kodak exposed on their original film or photoprint
materials:
http://www.targets.coloraid.de/
Some scanner provider sell targets, too.
A larger input target is under development (ISO/WD 12641-2:20XX).
and also by Lasersoft (the only ones we have tested here for colour accuracy :-)

There is no need to generate an eciRGB_v2 profile because it is a defined working colour
space.
The eciRGB_v2 profiles and the ECI2002 test form data incl. documentations you can
download here:
http://www.eci.org/en/downloads
The difference between ECI2002R and ECI2002V is the grouping of the 1485 colour patches: V
= Visual (in visual gradations), R = Random (distributed stochastically)
There are output targets with more than 1485 patches including the ECI2002 patches: ISO
12647-2:2013 (IT8.7/4:2005) with a 1617 patches layout at one page and a 1638 patches
layout for two pages.
