That's the problem. That Load button is for Adobe Color Settings
Files, which are an Adobe format for exchanging all of the settings
found in "Color Settings" dialogs for at least Photoshop, Illustrator,
and InDesign. What you have downloaded is an ICC profile.
What you need to do is right-click on the ICC profile you downloaded
on the desktop, and as I don't have a Window computer handy I don't
know the exact option name, but it's something to the effect of
installing the ICC profile. It puts the ICC profile into the correct
location on the system, so ICM is aware of it, and via ICM the Adobe
program is informed of this profile's existence. It might be necessary
to restart the program.
Now in Color Settings, click on the working spaces:cmyk popup and you
should see the ISO Coated v2 300% profile in that listing.
When I do this, I get the error message "Some parameters...".
I can now see ISO Coated v2 300% (ECI) in the drop down list in the Colour Settings
dialogue, but if I try to choose it, I get the error message again and instead it's
the SWOP profile that shows up under CMYK.
Yeah what it sounds like is you want to change the SWOP profile to the
ISO profile, so you need to change it there, not using the Load
button.
