there will be a launch event on September 30, 2015 in Stuttgart at the HdM university, and at least some of what you are asking for will be made available on that day on the www.eci.org website.

I was wondering when the characterisation data and ICC profiles will become available 'officially' to support ISO 12647:2013.

I gather PS1 and PS5 will be available first, but I am also interested in PS2 and PS3.
