Fogra would measure against the Mcheck.it8 values for the reference condition to certify a proof. This would correspond to the characterization data in your case L 90.65 a -0.09 b 3.16.
 
In some integrated verification tools however the measurement is automatically compared to the  icc profile in the relevant workflow.
 
I checked both the characterization data and ICC profile I have for PSRgravureLWC and do not see the paper white differences you see. In my case they are the same, only a very small rounding difference from the software.
 
So my question would be how are you reading this paper white point in the ICC profile ( what software etc) and is there a chance this profiles white point has been edited in your case.
 
If you like you can send me the profile to compare as I am not aware this difference exists. If it does I too would like to know more.
